The problem with giving them rehab to 'get off the drugs' is they wouldn't have any reason to take the drugs if they didn't have cycle races to compete in, so aren't fundamentally 'addicted' to them as such. Therefore banning them is THE solution, so there's no cycle races for them to compete in. This will remove their reason to take the drugs, so will 'cure' them instantly.
Then if they want a medal, they just have to go to a medal shop and buy one. I don't know why they don't just do that anyway.
