Not yet fixed, i haven't ridden the bike and it is still losing pressure.

I have checked and replaced the rim tape, checked inside the tyre, checked the rim.

I am going to replace the wheels completely.

Hang on... If a tube is going down, the air must be coming out somewhere. When you hold the inflated tube underwater, make sure you wipe it down underwater first to remove any tiny bubbles stuck to the surface and then watch for fresh bubbles for as long as it takes. It can't go down without air coming out and if it comes out, you will be able to see it if you are patient and observant enough.

Does anyone know how much you can pump up a tube before damaging it? Thick as a saveloy/bog roll core/salami? (I'm guessing that the higher the pressure you can get - short of making it go bang - the more likely a tiny hole is to reveal its whereabouts when submerged.)
