I have new roadbike wheels coming also new 700 x 25c tyres.

I have several new 28 - 35 tubes. It may be a daft question seeing as the manufacturer has specified sizes but would these tubes be too big for 700/25 tyres, or is it out with the wallet yet again

I have just done what I should have done before posting my question above. I have a rusty old steel wheel fitted with a perished 700/25 tyre. Hence the new wheels and tyres I have coming. I fitted a 700/28-35 tube and although it was a bit of a faff getting it in the tyre once done it pumped up OK. I think the answer to my question is yes, at a push or in an emergency, but tubes the right size would obviously be better! So, out with the wallet.

I'd expect it to be fine. It might add a bit of weight, and you may be more liable to pinch style flats, but it'll work. Recently upgraded my friends (road going) mountain bike tires from 2.35 to 1.75 width on the cheap, and using the original tubes worked fine.
