The key word here being "live", thought. If you only watch programmes after they are broadcast, you don't need a licence for that
but that won't stop them from frequently harassing you, threatening to take you to court, fine you up to £1000 unless you perpetually tell them you don't have a TV, and even then, they ignore all your correspondence and continue posting their threatening letters to your address.... coz everyone has a TV innit. :angry:

that's my experience anyhow.

True, but (once you know the law) you can just throw all the letters away and be rude to them when they call

"I'm from TV licencing"
"Yes?"
"You don't have a TV licence"
"No"
"You have to let me in so I can see if you have a TV"
"No I don't"

that's pretty much what I've been doing for the last 5 or 6 years.

Apparently, I've been under investigation for the last 4 or 5 years, but they don't seem to know my name, or phone number... some investigation!
