What should it be in a 700x23.

Theres usually a max and minimum pressure marked on the tyre. Some people put max in back and 10lb less in front which carries less weight.

See tyre wall. For 70x23 it will usually be somewhere between 100-120psi.

Whatever you are comfortable with. Fully pumped up a tyre will roll more easily as a general rule but will be very harsh as regards feedback from the road. So it's usually a compromise between the two aspects - speed and comfort.
