Tyres are consumables. You hope you can get the full life out of them, but they are the part of the vehicle most prone to damage and you sometimes have to bite the bullet when they are hardly worn but damaged and bin them. That applies just as much to a £200 car tyre as it does to a ten quid bike tyre.

I'm very much a 'that'll do' sort of rider but I wouldn't ride that or attempt to fix it. Not absolutely sure about this but I don't think Turbo S's have been made for a while so my guess is that it's quite an old tyre regardless of mileage. I've had some that have developed cracks over the years from just hanging in the shed.

I should think that's what's happened - i.e. it's a crack rather than a cut.
The edges don't look straight enough for a cut to me.

Absolutely do not ride on it. Tyres are not that expensive.
