Tyre size / rim confusion

I've recently removed the factory installed Kenda 700x40 tyres from my hybrid Claud Butler (irritating as they were slick in the middle and knobbly on the edge and constantly required minor tweaks to the mudguards - Also seemed to puncture daily).

I have fitted 700x35 Michelin City. Now I have no problem with mudguard clearance and the bike rolls better.

On closer inspection of the rims - the rim label quotes 700x28/35. Does this mean that the factory fitted Kenda's were probablt unsuitable from the start? Also can I comfotably go for 700x28 next time around?

I measured the internal width and (just using a normal ruler) seem to be coming up with 20mm. I'm sure they are actually 19mm and trying to beg/steal/borrow some calipers to measure more acurately. If they are 19mm Sheldon would support the 700x28 size if not I'm confused by the rim label.

I know this topic gets repeated frequently so apologies in advance.
