Literally it means something like "going beyond the sandal". It comes from a story about a cobbler criticising a painting.

.A shoemaker is entitled to comment on matters related to shoes (and sandals) but not on other matters.

So much for ‘I don’t need to be able to do the job to manage it’, then.

I expect it goes on a lot in business, both private and public sector. We had a project manager once (public sector) who was tasked for 2 years to roll-out the training and implementation of a new digital records system. A few days before she left, she actually admitted that she'd never even logged in, nor knew how to use the system

The aforementioned programmer quickly picked up C and a few years later got himself a lucrative job in the computer games industry.

In fairness, learning a new computer language is pretty trivial providing you do know how to structure a programme sensibly
