Uncomfortable hood angle...

I bought a second-hand bike as a cheap runaround. Unfortunately, on longer rides, I find that because the hoods are angled inwards, my wrists are uncomfortable.

Can the hood angle be adjusted?

I'm much more used to having hoods that are pointing straight forward, i.e. at right angles to the top of the handlebar.

I have just replaced an STI (with one of same model) by removing the cable, completely unscrewing the 5mm allen key bolt and replacing. The bar tape held the clamping band in position and with a bit of teasing it attached and was duly tightened. Unscrew yours a couple of turns, orient it iaw desire and tighten.
Ride on.
