I think the key thing is that buying a unit of electricity to heat a room at normal rates is very expensive.

The storgage option is usually fairly bad and lacks contral

So mains gas comes up as a good option. bit of a pain getting the rads in but then the modern direct systems do away with hot and cold water tanks so it is a bit simpler.
 
We were in a flat for 3 years with only electric storage heaters and electric hot water.
I much prefer it and if your insulation is good the cost isn't bad. Our hot water was heated up overnight on economy 7 and was enough for us even in the depths of winter; and it was efficient enough to get hot quickly if you needed a boost rather than having to heat the whole tank.

It's more expensive where we are now, with gas for the heating and water; except that's probably due to the single glazing.
