You say it was in a car park. If its a private car park he may not need insurance.
Aren't most private car parks still public highway for most driving offences? I'm pretty sure I know someone who was caught drunk-driving in one.

He wants the Feds to 'do something' but moans about the process of supplying the information to assist them. I bet he'll be only too happy to fill out the MIBs forms to get the money to mend his car.
Yebbut the MIB will do something in return for the form-filling. They've been led to believe that the police will put the information into the circular file and the police don't usually send thank-you messages if a tip leads to a crime being cleaned up.

Perhaps he was hoping the police would fix his car, or maybe it's their fault it got damaged?

I see this attitude on here all the time and to be honest I am flummoxed every time I see it.

I was a police officer for 8 years and this example was simple, bread and butter police work. We didn't have a quota as people think, but the shift Sergeant kept a regular eye on the process work we were doing.

I would love it if members of the public came in and handed me work on a plate like this. It was usually a door knock, fill in the forms, send it off and that's the last you saw of it until you got the results from court.

There are a couple of points I would bring up. You say it was in a car park. If its a private car park he may not need insurance. Of course he drove there on a public road, but try proving it. Its amazing how many friends drive people to car parks and then clear off. I think the car teleports itself home. Now we are in the age of the mobile phone, I would be taking photos of the car and driver. You are entitled to do this. It helps identifying the driver easier.

I would go back to the police station and insist on speaking to a sergeant or inspector. Its easy police work that should not be just fobbed off.

In my experience it is fact not an assumption. About five years ago I was involved in a head on collision which resulted in my car being a total write off, I called the police at the time of the collision and all they wanted to know was "is anyone injured", I told them no but my car was partially blocking a road, they advised me to call out my breakdown company to tow the car and that was that. The driver of the vehicle that collided with me had ignored a give way sign and come through between traffic calming islands, the police were quite simply not interested in who was to blame or who had ignored the road signs and markings on the road, end of.

Came on a trailer, was driven there before insurance ran out, was driven there on a mechanics policy, loads of ways

It's not their job to apportion blame. That's for your insurers to bicker over.

Good luck with the MIB - really. I was knocked off, couldn't identify the exact car by registration because I was on road with broken ribs and a bit dazed, no claim (after a year of legal crap).
 
Went to do a bit of shopping with the misses, reverse my car into a parking space and stop. As I got out, the car next to mine reverse out and scrape and dented my wheel arch. He didn't know that he hit my car until I told him to stop. He got out and said is only a scratch in broken English, my mind think he's not insured. I said are you insured? He gave me all the porky saying is at home, I get my friend to come down. I call the police they didn't want to know saying you have to exchange details. I finally took a photo of the guy V5C/S form. Got home phone insurance company, told them what happened. As I guess the driver wasn't insured, not want to be out of pocket I said I didn't want to make the claim. I asked my insurer do you have to inform the police about the uninsure driver? they said no as am not making a claim, but you can inform them if I wish. So I rang the police and told them what happened saying I need to come in and fill in a form. I went down spoke to some civilian staff and what a waste of time. Law biding citizin always get shafted, criminals get away with it. How's that fair?

He spoke with an Eastern European accent of course he's not insured, none of them are, they come here steal our jobs etc. etc.

Also you have screwed yourself by informing your insurance, it is now on your records & I can guarantee that your premium will increase whether you pursue the claim or not.

I've already found that out. As i am a named driver on my wife car I told her she need to inform her insurance about what happened today. My insurance put on my records as "Claim Reported For Information Only". She was told that her insurance will increase.

Which raises a new question....

As you have already been inflicted with the financial penalty, then there is little benefit in not making the claim
