You've been caught bang to rights. If your diligence in appealing to cause a delay in proceeding was extended to having your mail diverted to your new address you'd have received notification of the outcome of your appeal and been able to settle.

You can not shake the bailiffs off. As far as the debt goes, the only way is up. You'll be very lucky to negotiate the debt downwards. At best you should be able to negotiate settlement by installments.

So you park illegally, try to delay payment for the hell of it then forget the obligation and now want to wriggle out of the consequences?
I'm not trying to wriggle out of it, I just don't want to have to end up paying anywhere near £500!

I suspect that option went away a while ago.

Once it's been handed to bailiffs your options ar limited, although they may accept multiple payments

Just don't ignore them or wriggle as the cost will go up quickly

refuse to have any dealings with the Bailiffs, only deal with the Council direct, and start off your first letter with " in reference to my previous letters....."

As if they haven't come across that ruse before

I last used it in 1979 when I negotiated a five pound fine settlement into fifty pence installments and sent the cheques in envelopes without stamps on them.

Learn a couple of lessons:

Don't park on double yellows ( I assume you know what they mean)

And pay your fines on time

Not really rocket science.

Probably best to not start telling porkies in any communications too.

See the last section on this page, entitled 'If you didn't know about the Penalty Charge Notice'

Edit: Note that the setting at the top of the page can be changed e.g. English law, Welsh law, Scottish law. Make sure you select the right one!

How come the council wants £500 for parking on a double yellow? Seems very excessive.

Its a riduculous amont £500 from £50 get in touch with CAB see what they have to say, you have nothing to loose, best of luck think these bailiffs are a bunch of a,,, holes

You haven't really read this thread very well have you! Go back and have another go.
I've read it perfectly. You're accusing him of trying to "wriggle" out of the fine, when in fact, he moved and totally forgot about it, which I have done wih other payments before by mistake and paid them straight away. The big thing here is the half a grand payment they want... that's extortion.
