By the looks of it she is actually operating the brakes, there appears to be some sort of bowden cable running below her right foot. I can't see any other brakes on the contraption so I would hazard a guess at to that being what the big handle is for.

Fantastic film!
Mind you, seems a bit frivolous when the world was at war.
