Versatile e-bike for upto £2k

My wife is doing a split train/cycle commute and considering using the C2W scheme to buy an e-bike so she can cut out the train.

It’s about 9 miles and 200M of climbing each way, and she’d use the bike for the commute, recreational riding, and occasional off-road paths (gravel/dirt paths - think old railway lines).

Maximum spend on our C2W scheme is £2k so can’t go over that and would want to have accessories like mudguards and a rack included for that.

Open to any suggestions please, a lot of options I’ve seen online have been over the £2k mark so out of our price range!
