Trying to figure out if this bike is worth cleaning up and selling. My mom is trying to get rid of it. Says Y710 on the frame. Weinman brakes and simplex

You could. I don't think you'd get a great deal for it, but it doesn't look like it needs much work.

My mom bought it in 78-79 I think and then made it to her house now. Been hanging up in the garage for almost 30 years. I'm pretty sure the only changes are handlebars and seat.

Yeah, Peugeots mostly were not very good bikes. I test rode several of their high end PX10 bikes and I was just never impressed with those either, they were very flexy. But they were nice looking bikes. The one you have in particular is a lower end 70s era Marseille, it might fetch $100 if you clean it up, remove all grease and oil, lube the chain and all pivot spots, plus where the cable goes into a housing, give it good wax job, and find some low cost tires..
