There was action but it got muddied by UCI v team politics. Not sure where it stands at the moment.
Yeah, not sure where it stands, but the UCI basically developed their own tech, by almost every cycling team has a data gadget sponsor that sells something similar, so they're not keen on using UCI kit when they could be pleasing sponsors. It's as if when they mandated helmets they made their own and made everyone use them, totally daft imo. They should mandate use and create a standard to confom to - job done.
I think there's also a question about where rider data goes - there's certainly scope for abuse if it falls into the wrong hands (detailed speed/terrain mapping to work out exact power output for instance), and that tracking data in-race could be a product some teams want to monetise themselves - or be paid for providing
