Last Friday at around 6:30pm I saw a Blue Volvo driving down Jamaica Road (London) going towards Surrey Quays while watching a DVD mounted on his Dashboard. Should I report him for driving without due care and attention?

It'll do little good, do you have any evidence? Apart from this, it is your word against his.
Shouldn't be as the player should be wired up to stop that being possible.

Isn't it an offence to have a TV/DVD screen positioned so that the driver can see it? If so then it only takes the police to check his car and he's in trouble - no need for him to be caught actually watching it whilst driving.

To the OP: report it, the police might not do anything but it might stop someone being killed.

That's a new one. I've seen people reading books (open on the steering wheel) though.

I saw a man having a shave at the lights once...I was going to yell "you missed a spot" as going past, but decided my comic genius might not be appreciated first thing in the morning ;)

The positioning of the DVD player does not matter as you might want to watch something while parked. Although why anyone would want a DVD player in their car is beyond me ;)
I nearly got hit by a WVM map reading while driving along a residential road this morning. I was in the car so couldn't turn round or shout at him.

His DVD Player is mounted in the center on top of the Dashboard, Im not sure if this is fixed permanently or not. Anyone driving behind him can clearly see it. What was that website about reporting a Driver in London?

I used to drive a volvo at work, the sat nav screen emerged from the dashboard and doubled as a tv for those long hours of standby- all as part of the radio system. Generally the picture would cut out as soon as the wheels were turning, and cut back in at very low speeds (probably to be able to angle the car to get a good picture)

Interestingly there are now screens available, whether on volvo's or not I do not know that show two different images from different viewing angles, the driver can see the sat-nav whilst the passengers can be watching the entertainment system.

Hah! I once saw someone accompanying the music on their stereo with a trumpet. Since this required both hands, he was steering with his knees. (it was a slow moving queue, but still...)
