Rule 163b: not sure how this is feasible.. Many roads I know are not wide enough to allow for this.
Rule 163c/d: 3 foot on each side of the bicycle? My handle bars are around 1.3ft wide, so for me to pass/filter I would need a space of 7.3ft :O

Would you care to go into more detail about the basis behind your thinking on each of these points?
You want motorists to give you at least 3 foot space, OK, but you have have to give the motorists the same courtesy. There must be 3 foot between you and the car on your left and the same between you and the car on the right.
If there is not a gap of about 7'3" between cars - do not filter; you are in the door zone and that is dangerous.

I dont get into confrontations with drivers anymore. I have learnt the error of my ways.

However, I was going to have a word with the marked police car who blatently ignored a RLJer (car) directly in front of them. I actually pulled over and waved the police car through (when the lights changed) and said "Go get them" as they passed. I wasnt very happy when I saw the police car a few minutes later parking in the police compound clearly not even bothered to have a word.

Close passes dont really affect me unless they are at pinch points. What does annoy me is the typical SMIDSY who thinks they have plenty of time to dordell coming out of a junction.

So if I have to give motorists just as much room as I want from them. Does that mean they have to pass me at less than 10mph difference if that is what I do to them?

There have been a lot of changes since I started cycling 53 summers ago but one thing has not changed - close overtakes - motorists were being advised to leave a cyclist with 'sufficient wobble room'

& in all that time, not one single cyclist has ever been killed or seriously injured by a driver failing to leave sufficient space when overtaking.....

FIFY, sorry I couldn't resist but you can hardly class some years as having a summer, hope you are having a good one in Thailand though ;)
We only have three seasons here - hot, hotter & wet. We are now in the wet season, very heavy rain but mainly in the afternnon; now that I had said that, it will rain in the morning when I am about to go out! I do miss the long English summer evenings, it gets dark here too early.
I do remember the worst two British in living memory - mike & bernie winters!
