No - there was obviously something on that site (a keyword or suchlike) that got it on the blocked list at some point. CC, on the other hand, is accessible despite the shady lot that 'live' here...

I handle block lists here, we are pretty lenient with it - blocking the obviously bad sites only though.

As you say, it could be a keyword on the site itself - an unlucky word in the comments or whatnot can end up blocking sites. What is handy if you are blocked by this kind of thing is looking at a public blacklist to see what sorts of categories it falls under...
