Does anyone have any recommendations? I'm going to do the short commute to work throughout the winter and need something for my work clothes and lunch.

If my MTB doesn't sell that'll be the workhorse and don't want to fit a rack so a backpack is the way forward

I'd not worry unduly about the backpack, but just stick the vital stuff in a poly bag. Or put a bin bag size bag inside the rucksack.
Waterproof is a bit of "depends what you mean by" thing - other than (say) ortlieb stuff, very few items are really waterproof

I have a Deuter bag, has a rain cover built it. Don't use really as prefer panniers but when I did rarely it seemed to keep the rain off. Still put stuff inside a placcy bag though

Another option is to put things in a "rubble" sack and then in a rucksack, it's like a bin bag but a bit smaller and very hard wearing.

A waterproof cover for your rucksack is unlikely to be good enough. (DAMHIKT.) Go for the Gourdon or the drybag if you want to spend some money, otherwise a plastic bag or two (one inside the other) will probably do the job.
