Here's the whole idea in action.

I'm not convinced, railings and bike stands are less likely to suffer from power cuts or have mechanical failure.
My only real problem is that I'd be tempted to stay on the bike just for the ride!

I imagine the idea will work well in Japan where infrastructure is fantastically well maintained (except when there's an earthquake!) but I don't think it would work here for the reasons you mention.

You would have the neds seeing what would happen if the poured petrol down the tube or it would provide a warm bed for the night for someone. Somehow, I just do not see it catching on in UK.

The "deposit" is a black bicycle with silver front basket and rear rack, but he retrieves a completely differently shape white bike with no rear rack!
