Weird learner driver behaviour - Any ideas?

I thought that this was a little odd when I was out for a ride yesterday. Filtering past stationary traffic, which has stopped about 30 meters from the lights at the road works up ahead. The traffic had been stopped at that point since I got around the corner a little bit before the video starts.

It turned out to be a learner at the front, but seemed a bit strange, even for a learner. I wasn't sure if they had been told to wait further back by the guys working up ahead so tried to ask. I obviously wouldn't want to get all the way up to find that there was a reason (not quite sure what reasons there could have been mind you).

Anyone like to take a guess?

I tried emailing the driving school to see if they could shed some light on it.

First time on the road? person might have been spooked and just froze? Listening to instructor but not driving/multi tasking?I knew someone who used to be a very, very nervous learner so this kind of stuff is not new to me.

Learner drivers do lots of weird things- think you coming alongside startled the learner even more as they were so slow to drive off...just don't think they're a very confident driver tis all.

May have been the first lesson and they were very nervous and didn't know the car controls fully so had trouble setting off

Quite possibly...early Christmas present .

At the time I didn't really think that they had just stalled or anything and were waiting there as they'd been told to by the workmen.

Quite possibly they had just stalled and the instructor was giving advice before they pulled off...just the cars behind would have seen that happen, where as I didn't see any of it (just a empty stretch of road).

At the lights possibly again just slower pulling away than I expected, but I wasn't entirely sure if they were waiting to let people pass so they didn't hold everyone up or something strange like that.

Just a learner. Still, y'know, learning. Probably the trainer had reminded them to stop before the lights and they did, albeit a bit on the early side.

Very similar one to this tonight although not a learner driver.

Stopped at ped lights but they were flashing and no peds to be see but car wasn't moving.Car was also signalling left (turn turn at lh turn which wasn't very far)so I was reluctant to overtake on the inside.Car still didn't move so I crawled up and looked in.Passenger in front left passenger seat and mug in driver seat just putting down his mobile phone. He smiled at me but I just had a go.

Yes the above answers are in the ball park. As an ex driving instructor it does well to remember that what is second nature to us as drivers can take rather longer to achieve when just starting to drive. So moving the car up the road and the actions involved are just taking longer!
