It puts all the weight at the rim, which will massively increase the rotational inertia (I=mr(squared) IIRC). Shows off their engineering skills, but a non starter in the real world.

+ the beauty of the traditional wheel, with gearing at the axis, is the turning leverage benefits are inherent in the design away from the dirt and water on the road... the toothed gear driving the wheel located at the perimeter would have to be rotating insanely fast ...the friction would make it impossibly hot and the gearing wpuld wear out + can you imagine the crud build up in the gears?

Spandex of this parish has build a 36 incher. It looks pretty
36" tyres and tubes...well, you won't get them on Wiggle, but they're available.

But the tyres will last longer as they need fewer rotations to cover the same distance as a smaller wheeled bike.
