It is best to ride to a cadence, not a speed.
So find a cadence that you are comfortable with, and select the gears that match this.
FWIW, I like to be cruising at about 90rpm.

I seem to spend most time in gear 4 or 5 at the back (out of 9) and the bigger ring at the front (compact). I don't drop below 4 when using the bigger chainring to avoid straining the chain.

I will push it into 6-8 for riding on the flat/downhill, and drop to the smaller chainring for stiffer climbs.

Bimbling along..

looking at the cassette and chainrings I just replaced, I spend 90% of my time on the big ring (50) and somewhere in the middle on the rear (12-25) so probably on the 15 sprocket on the rear. My journey is entirely flat, I'd estimate my average over the whole year is around 17.5ish but occasionally I can average 20 over 12.5 miles, but I do no other cycling apart from commuting, never any longer distances

In reality the gear that my legs like the best for the effort I want to put in. My cadence used to be 90 it now seems as I get older it is more around the 82 to 85 mark.
