Pretty much zero chance of the UK adopting strict liabilty laws. The car is king attitude here is in bred. I'm all for it though. I suspect the only way to force change is for the majority of peeps to use a bike as thier primary means of transport. It would save the NHS a fortune as well. But the oil companies and .Govuk will lose tax revenue, which is why it won't happen for many many years here.

Default, but only applies when there's no signage to the contrary, which isn't common nowadays.

It's the same here in Norway, and although (naturally) I adhere to the law, it is not, IMO, common sense at all.
