What is going on with this frame currently on ebay?

As in what is it? It looks like may be TT frame specially made with that seat tube bent to bring the wheel as far forward as possible to make the wheelbase very short. Why I don't know, perhaps somebody else could you.

It looks like someone must have got a hacksaw and a welder for a Xmas present, then decided to test them out on their bike.
