I think that's a bellcrank on an old hub gear - maybe Shimano 3 speed?
Much like the indicator rod and chain arrangement on Sturmey Archers, it moves the inside gubbins about to get the different gears.

The general technique is to look at the photo you've just taken before posting it, and have another go if it's naff.

However if you have taken the photo, know what the photo contains, can see what it is you have taken the photo of is in the photo then all is good.
