Charity shop. It is a load of stuff that was stored in the back for years.
As for all who are saying it's a shoe - rack, yes, we found that out eventually. Thanks.

We are using them for our display now.
It's not a great picture (except for my glamourous side - kick of course), but we are gradually getting a rather spartan looking shop up to standard.
The shoes closest to left are sat on the racks, although it is not very clear:
