My guess would be that it never lasts due to the preparation not quite being thorough enough. It should really be sanded down to the bare metal, all rust and paint removed. It can be quite awkward to sand down this area, so if you can get the frame sand-blasted that would make the job a bit easier.

Remember to gently sand/rough up the surface between coats and finish with a clearcoat for added protection.

I would rub it down the best you can, paint it over with rust neutraliser. (You can get that from Halfords car dept.)
Put on a good undercoat and a car spray paint of your choice.
Just a suggestion.
