I saw a documentary with this woman on it. Apparently she did it to keep her husband, she thought he would like it and it made her look more exotic. I have a horrible feeling he still left her.......

To maybe dampen the mood slightly, she might be suffering from body dysmorphic disorder - a mental illness where the sufferer obsesses about a perceived defect in their appearance. I actually suffered from a mild version of this when a teenager concerning my acne (which was slight and completely normal for my age). It was probably a manifestation of stress over exams and a relationship problem at the time, but I can see how these things can really take hold. I guess, although I am no expert, that it is similar to mental illness such as anorexia.
Of course she may have simply liked the idea of having really big lips..
