What sort of bike for someone with these issues?

Thank you for the suggestions, as per budget I don't really know. I was posting to get an idea of the kind of bikes to keep an eye out for in case any sprang up second-hand locally. She's said that a trike is a no-no and I think the best thing to do is to get her to try a few different bikes and see just how low the top tube needs to be.
If something suitable can be found used then that's great but if not then money can be saved for something similar to some of the above suggestions.
