What the hell is this bit? (tiny washer thing)

I've been working on the new build today, mainly sorting out cabling. When I was tidying up I found this teeny tiny washer type thing. Does anybody have a clue where it goes? Long shot I know.

Looks like an inner tube lock nut

It's a king-pin washer. The only way this can be on your floor is if the king-pin nut has come off. The king-pin assembly holds the whole bike together.

...or maybe it's something else

Far too small for a lock nut, and the bike doesn't have any brake blocks yet. I think it might be part of the shifter, but I hope not.

It appears to be exactly the same diameter as Campagnolo Ultrashift gear cable housing. Hmmm...
