We had this quite recently. You can usually inflate it with a presta type pump. I hate them but most of the Chinese inner tubes we get here have them.
There are two types of those, a spring loaded type which is more common now and one with a little rubber tube to seal it.
The spring type are an excellent valve and will give no problems.
The rubber tube type can have issues with the rubber tube splitting when it gets old but it's an easy fix. With this type, spit on your finger and dribble a little saliva into the valve before pumping it up as it will lubricate the valve rubber and help it seal better.
