That would depend on what would fit within your frame clearances. What sort of bike have you got?

More information needed. I believe 28mm is usually the minimum recommended for 19mm width rims but what kind of bike and what is it going to be used for?
Your previous posts suggest it's a mountain bike you're talking about so something in the region of 2" to 2.5" (around 50 to 65mm) is probably going to be more like it. Have a look at the info from Schwalbe here which should help.

37mm is the usual recommendation for 19mm but it varies by bike.
