What tyre widths will a 700c x 13 wheelset take?

I'm looking at buying a cheap and cheerful flipflop wheelset for a project and wanted to make sure they weren't an odd size before buying. Will I be able to put 25c tyres on a 700c x 13 wheelset?

Thanks!

Up to 25-622, so 'yes', but 13mm internal rim width is seriously narrow for C21.

I use 25s on a set of 17mm wide rims and they do balloon somewhat on those so I'd not want to go narrower. I'd suggest 23c would be a better fit.

2 of my bikes are fitted with 28mm tyres on 13mm internal rims. Schwalbe durano ,one with wired the other with folding , maximum pressure on both . I know if I suddenly disappear from the forum ,you’ll all be nodding sagely and saying I knew it would end in disaster.

I can't remember the exact details but I used to ride on something very similar. 13mm rim and 28s I think, but it was a few years back. It was a dodgy wheel I bought on the web and I didn't realise how skinny it would turn out to be when I bought it.

I didn't die.
