It's a tubular bit of stretchy cloth with many uses - one is to pop the bottom half over your head, twist the top one turn and then bring the top half over the bottom half to make a cap.
Personally I find the days when they are needed are pretty few - I have a Gore Windstopper for the really cold days to keep the ears warm and go au naturelle in the warmer days.
(Having written that I just realised I am wearing one as I type - as a scarf!)
Using 2 at the moment also. One round neck, one over lower face. Pity they don't cover eye balls and let you see - my eyes nearly froze this morning - still suffering despite having cycling glasses on !
Cycling ones tend to be thin and doubled over, and have come free with cycling plus in the autumn for the last three years. I have yet to buy one and use one regularly throughout the winter. You can get fleecy ones for skiing if you want extra warmth. Much safer than scarfs, less risk of getting hanged by a ski lift!
