not sure if this is too far, but Etretat has some spectacular cliffs, and if the tide is out, you can walk along an amazing beach, through an arch and a tunnel if I remember correctly (20 years ago)! You'd have to lock the bike up somewhere, so perhaps not what you were looking for?

The other bridges across the Seine are also pretty spectacular. Pont de Tancarville, Pont de Brotonne. Etretat (north of le Havre) was a popular place to paint for the Impressionists, ans has impressive chalk cliffs with an amazing natural arch. Fécamp is also interesting to visit. The Seine valley is interesting and not all of it has heavy traffic.
