To mount your computer/ HRM/ Garmin on as the integrated bar/stem design doesn't allow for standard barckets.

It could be used for lights - but I'm guessing if you're riding those kind of bars it's unlikely you'll be commuting or doing a 400k audax.

That looks more like a comfy seat so you can sit on the bars and ride your bike backwards.
