What's this sticker on a lamp post?

I only came across them through geocaching and had to download an app to find the cache

Jeez - I am so off the pace in this new fangled world that I find myself in.

I'm perpetually surprised at the ever shifting and evolving 'things' (I was searching for a more intelligent word than 'things' but failed miserably) that happen outside of the little bubble of paradise that I inhabit in the Lake District.

Don't feel bad: even the person who coined the term "the Internet of Things" obviously had trouble finding a better word than "things".
