What's this thing from my rim??

So I had my rear wheel out (Campagnolo Vento) and realised that there was something loose in the rim. As I turned the wheel I could hear something was loose inside the cavity. I positioned the valve hole to the bottom and gave it a good shake and lots of powder/dust came out. Eventually I managed to get this small metal disc to come out as well (pictured). Could anyone suggest what has happened? As far as I can make out the spokes all seem tensioned ok still

Maybe a covering for the spoke hole on the inside of the wheel? Look under the rim tape.
