The manager is a Kn*bb*r. Tell him to eat your shorts, but make sure you've worn them for a week non-stop.

Wonder if any changes were made to the factories act since the 1940s?
"Section 43 of the Factories Act makes arrangements for the accommodation of clothes and changes. ........ the Factory Act makes provision that clothes should be put in a special place and arrangements made for drying them."

In terms of sources of ignition, there isn't anything on top of the lockers. People also leave towels on the radiators, so that could potentially be a fire risk. I suspect it is more of a general housekeeping issue, as a similar email has gone out to everyone about paper on desks, by electric cables etc.

I'm lucky to work for an organisation that does supply fairly decent facilities (Albeit ones that are now at full capacity). My comments in reply were - let's start a discussion on both complying with fire regulations but also improving the facility. I think they need to accept that regardless of any changes they make, the same amount of clothes, shoes and towels are going to come in to the building. It's just where they end up.

I hope they will be able to make some suggestions that are sensible. In the meantime I'll look in to a top of the range drying cabinet...;)
