It doesn't matter as long as you are getting an OK signal from it, if not it may have to be closer to the rim/further up the fork; one revolution of the wheel is one revolution regardless of where the magnet is placed.

Just as long as the sensor passes the magnet once for each turn of the wheel. It is the distance between magnet and sensor that is critical.
