It depends on who he is.

If he's quite athletic and wants to get a move on then a lighter (carbon forks) hybrid will be faster.

However if he wants to bimble and isn't so fit then hill probably want to sit in the saddle more and let the forks do the work...

That's my experience of helping non cyclists cycle.

My mate Dave wants a Hybrid but I’m more into the road scene.
He likes this but I’d go with a rigid fork.

I am just about to list a Ridley Tempo which I built up from a new frame and mostly new components at the end of lockdown. It very much resembles the bike you are showing there but will be £250. It has covered (according to Strava less than 800 miles)

Aluminium with rigid carbon forks.

I have it stripped down as we speak to give it a deep clean and preparation for sale.

It should be on here by Tuesday, it's a 54 by the way.

I had the sirius as my first new bike in adulthood, it was ok but weighed a ton. I soon swapped it for a curly bar'd bike. The sirius was functional but didn't look anything like the new ones.
 

That frame design just looks so wrong to my eyes. I'm wondering if the designer had a ponytail perchance.

The problem with any suspension fork is that it makes the bike weigh more, and it takes about 25 watts to propel a bike forward, so while the ride might be more comfortable he will tire out faster due to the more energy that is needed to pedal the bike.

If he's not doing down hill racing there really isn't a need for a bike with suspension fork, but the need becomes a huge no need if he's riding on pavement, the suspension fork is just a fishing lure to attract males!

Cheap suspension forks are very heavy and don't last long, which means it could cost him $600 to replace the fork in 5 years with just an average fork.

Milzy, you are 100% correct, he doesn't need a suspension fork on his bike, but that's his decision and not yours or mine to make.

Stuff the new.

I’ve stuck upright bars on a few road bikes and they are both very comfortable and fast… it’s always an option.

Wow, I haven't heard that old saying about being over the moon in a very, very long time, and I'm 73 years old!

If I saw the correct bike on the internet it should be a pleasure to ride, there is no real suspension except what they built into the bike frame with that interesting design. My touring bike is a standard type of frame, no suspension except in the tires. Being an older man I needed to take some of the harshness out of the ride, so I went to Redshift Sports and bought a suspension stem and seat post, and they work pretty darn good, and combined they're still a lot lighter then just a suspension fork by itself would weigh.
