Which idiot tought communal bins were a good idea?

Near us is a council estate. It used to have a very bad name but has been cleaned up a lot. They got rid of all the blocks of flats etc.
Some months ago concrete bases started appearing.
Then mesh cages were installed. These have combination locks**
Within no time none residents saw them as an ideal way to get rid of their rubbish......by which I mean old beds, matresses, sofas etc plus their own bags of rubbish.
**they dont have the combination so just jump it
I feel really sorry for the people forced to live next to them.

The people forced to live next to them are quite likely among the perps. I doubt that folk from the next down are driving across to dump their rubbish.

Doubt it.
The people adjacent have the lock codes.
The bins are only down the main avenue.
There are lots of branches off the avenue with (Im guessing) 30 dwellings each. These don't have communal bins.
I would think thats where most of it comes from.
