A friend is doing the C2W and would like a tourer that he can use to commute as well as for touring (shocker!) around Europe. I don't think he's looking for anything specifically so if anyone could recommended good all-rounders which have mounts for panniers and mudguards, he (and I) would appreciate it!

How about a Dawes Vantage? It comes fully-equipped with racks & mudguards. It's from the same stable as the Galaxy and Super Galaxy which are lovely touring bikes. For regular commutes and the occasional tour I don't think you will go too far wrong at this price (around £550) which leaves lots of spare cash for lights, panniers etc.
