I don't have a pair so probably shouldn't be recommeding but i've been after the same thing and came across Howies Chada Stretch trousers.

They're basically smart looking chinos with a bike cut. Flexible with a degree of water protection (i think)

I don't think that waterproof trousers are going to be very practical because you'd probably get just as wet from the sweat you'd generate from within!

Windproof, water-repellent and quick-drying would be better characteristics to aim for.

I have a pair of the Surface trousers which serve me very well for a bit of light touring when worn on the bike to the station/ferry (last time in an utter deluge, they held up pretty well) then used as pub trousers after being rolled up small when schlepping through the polders. Same again on return. Pretty reasonable when on sale too, think I got mine for 35 quid

The cruisers are like tracksuit bottoms really, I think the OP wants something smarter that is more like trousers

I have a pair or army surplus type navy combat trousers which i use for commuting a fair bit, which are good. they are lined so nice and warm and narrow enough legged so they dont catch on the chain. no idea where I bought them from but they were cheap as chips.
