Why do people ignore double white lines?

we have a friend who has a disability badge and she claims that this allows to park where ever and when ever no matter what lines etc etc
 
To answer the question in the title of the thread: I don't know, but I think I have a solution:

My thinking is inspired by bicycle races and French presidential elections, where supporters and enthusiasts paint the name of their favoured athlete or candidate on the road.

If we painted double while lines on the road, surely road users would be more inclined to obey them!

I mean right down the middle of the road, between the lanes of traffic.

It's just a thought, but it might work.

Worth a try, surely?

It might end up having the same effect as painting 'SLOW' on the roads. People still ignore it.
