I powder coated my Cove Stiffee,and it looked shite even on a modern MTB frame.
So I share your sentiments about powder coating what looks to be a nice vintage.

it could be that they included the wrong pic by mistake - though I can't deny it looks scarily similar.
We've got a "community company" over in Gloucester like this outfit in telford, they do a few community projects like teaching young offenders a skill - how to strip stolen bikes - and people give them bikes cos they think they're a charity. Double rant thread, boom!
