I would have no hesitation recommending, the Montane featherlite; folds small, is breathable and imo gvfm.

Prendas have a belting Santini one for £70ish. I'm on my phone otherwise I'd link to it. I've got on and am very impressed with it. Got a lot of use recently.

I have a red one from Decathlon which was £35 on the label but came up cheaper at the till. As good as my Endura Air Defence. Fine with a base layer

I am quite impressed by the dhb windslam stuff. Arms, sides and rear well ventilated but windproof on the front. Not expensive either
 
I was going to ask if you have considered a windproof gilet instead?

I have used mine as a top layer in temperatures down to about minus two, with a base layer and LS jersey and I have been plenty warm enough. I have also used it in much warmer temperatures, it was useful when it got a little colder during the night on the Dun Run last year.
