Windproof Tights?

I have some DHB windslam and some dhb Vaeon Reflex Roubaix's both are great in the cold and protect against the wind, when its really cold ill have leg warmers underneath too.

I've got the Altura Night Vision waist tights...not sure if they're advertised as 'Windproof' but they do the job.

Like most cycling gear though, a total rip-off at £55.

I have some Biemme windstopper ones. They have one flaw. The windstopper material covers the knees and thighs but does not cover the area of ones delicate bits . They don't like getting too cold, so at minus whatever they really are not the best option.
